The Vifor Wind Farm, located in Buzău County, is a major renewable energy project spanning the communes of Costeşti, Gherăseni, Smeeni, Luciu, and Țintești. As we move forward with construction, our priority remains the well-being of the local community. Central to this commitment is our Livelihood Restoration Plan (LRP), designed to ensure that anyone whose land use or income is impacted by the project receives fair compensation and support to maintain or improve their living standards.

Progress Update: What We Have Achieved Together
Implementation of the LRP is well underway, and we are pleased to report significant milestones achieved during 2025:
- Compensation is Complete: For Phase 1 and 2, we successfully identified 126 eligible livestock owners. As of December 2025, 98% of these individuals have already signed their agreements and received their compensation payments.
- Understanding Your Needs: We completed a comprehensive socio-economic survey covering 97% of impacted livestock owners. This information helps us design long-term support measures that truly fit the community’s needs, such as fodder provision and infrastructure improvements.
- Support for Private Landowners: We have also worked closely with farmers along the Overhead Transmission Line (OHTL). Compensation for temporary crop damage has been paid to participating families, and we continue to offer support to all affected land users.
Important Notice: Agricultural Subsidies and Fines
We understand that agricultural subsidies (APIA) are vital for your livelihoods. We want to share a very positive update and an important reminder:
- No Fines to Date: Thanks to proactive coordination with local authorities and APIA branches, no subsidy-related fines have been incurred as a result of project activities since July 2024.
- Our Guarantee to You: While we are doing everything possible to avoid issues, we want to remind all Project Affected Persons (PAPs) that FLS will provide full compensation should any project-related fines occur in the coming year.
How to access this compensation: If you receive a fine that you believe is related to the project’s use of land, please notify us immediately. You do not need to face this alone; our team is here to review your case and ensure you are not financially burdened by project-induced changes in land use.
Looking Ahead: More Than Just Compensation
Our commitment goes beyond one-time payments. In 2026, we will begin rolling out further support measures, including:
- Community Training: Free courses in to help diversify and strengthen local businesses.
- Infrastructure Support: We are currently analyzing options for water supply assistance and pasture infrastructure improvements, which were the most requested forms of support in our community surveys.
