As the Vifor 1 Wind Farm moves toward its operational phase, we are committed to keeping our community informed about the infrastructure that powers our project. A key component of this is the Overhead Transmission Line (OHTL), which connects our substation in Luciu Commune to the national power grid.

The OHTL is approximately 1.5 kilometres long and is supported by eight pylons. While its physical footprint is very small, there are specific guidelines and rights associated with the land it crosses to ensure both public safety and grid reliability.

Potential Impacts and the “Right of Way”

To operate the 400 kV line safely, a 75-metre wide “Right of Way” (RoW) corridor is established along the route. While the OHTL occupies very little physical space — certain safety restrictions apply within this corridor during operations:

  • Building Restrictions: No new structures or buildings may be constructed within the safety zone.
  • Vegetation Management: To prevent electrical hazards or fires, forest vegetation or tall trees cannot be planted in the RoW.
  • Access: Transelectrica,  the Transmission System Operator (TSO), must have clear access to the RoW for mandatory inspections and repairs.
  • Agricultural Use: Most agricultural activities, such as growing low-lying crops like wheat or sunflowers, can continue as normal within the RoW.

Your Rights as a Landowner or Land User

We recognize that these restrictions may affect how you use your land. Under the Romanian Energy Law, landowners and users have specific rights regarding these impacts:

  • Statutory Compensation: Landowners who experience a decrease in land value or loss of future productivity due to these permanent operational restrictions are entitled to claim statutory compensation from the grid operator.
  • Protection Against Maintenance Damage: While the TSO is responsible for ongoing maintenance, FLS remains committed to ensuring you are treated fairly. Should any crops be damaged during future routine maintenance or emergency repairs, FLS will liaise with the TSO to ensure you receive fair compensation in case of damages to crops.

How FLS Supports You

Navigating legal rights can be complex, and First Look Solutions (FLS) is here to assist affected community members:

  • Legal & Technical Guidance: FLS will provide legal guidance to landowners wishing to seek statutory compensation from the TSO.
  • Transaction Costs: We will provide support with transaction costs should you choose to pursue a claim for statutory compensation.
  • Grievance Support: Our project grievance mechanism remains fully active. If you have concerns about land use restrictions or maintenance activities, you can report them directly to us for a transparent and objective review.
